Dr. Katarina Golubović earned her PhD with honors in 2015 at the University of Belgrade Faculty of Law, focusing on “European Standards of Fairness in Administrative Legislation and Practice.” In 2008, she completed her master’s studies with a perfect GPA.
She is the author of several scientific articles and monograph chapters, both independently and collaboratively. A practicing lawyer since 2009 and a Belgrade Bar member since 2007, she specializes in cases before Serbia’s Constitutional Court. Notable decisions influenced by her work have been published in Serbia’s Official Gazette. She has been an active member of the Lawyers’ Committee for Human Rights – YUCOM since 2005 and has served as the presiding member of its Program Committee since 2010. She has worked on various projects supported by organizations such as the United Nations, the Council of Europe, the European Union, the World Bank, and the OSCE. These initiatives focus on aligning Serbia’s legal framework with international and European standards and improving their application in practice.
Dr. Golubović has contributed to the preparation and editing of numerous manuals and professional texts that integrate empirical research, legal analysis of international and European standards, and Serbian regulations. She is a member of the editorial board of the magazine Lex Forum and has lectured at various seminars attended by members of the judiciary, public officials, and civil society representatives. Additionally, she actively collaborates with the Belgrade Open School as a lecturer in areas such as public administration, human rights, and EU integration processes.
Katarina Golubović has been a lecturer and participant in numerous scientific and professional events, among which the most notable are the following: The 2013 “European Union and Legal Reform” summer school organized by the Center for Constitutional Studies and Democratic Development (CCSDD) and the University of Belgrade Faculty of Law, held in Igalo. The 2010 international workshop “CRPD Optional Protocol Litigation Workshop” organized by the Mental Disability Advocacy Center, in Budapest. The 2009 international seminar “Boundaries of EU Law After the Lisbon Treaty,” held in Dubrovnik by the Jean Monnet Chair of European Public Law at the University of Zagreb. The 2008 international course “Geneva Training Course – Treaty Monitoring Bodies” held by the International Service for Human Rights during the 41st session of the Committee against Torture and the Committee for Economic, Social, and Cultural Rights in Geneva. The 2008 international workshop “Examples of Good Practice in the Field of Combating Human Trafficking,” organized by the ARIADNE Network, held in Istanbul from September 23–27.
